The national requirement

Canada must build a complete housing-delivery system

Housing affects affordability, labour mobility, family formation, healthcare recruitment, homelessness, municipal infrastructure and economic competitiveness. Canada has knowledge, resources and demand. What it lacks is a coordinated system that connects design, manufacturing, finance, approvals, logistics, site work and occupancy.

The existing construction system cannot simply be asked to produce twice as much in the same way. Industrialized housing can help, but modular construction is not merely a factory product. It is a project-execution and supply-chain system.

A transparent financial scenario

Manufacturing the homes Canada needs would create a major domestic production market

The following arithmetic applies a mature factory-gate objective of $140 to $200 per square foot to three home sizes. It estimates annual manufacturing output, not GDP, government revenue, total project cost or net economic benefit.

A factory cannot succeed if projects arrive unpredictably, designs are repeatedly changed, payments do not match production milestones, approvals differ unnecessarily and completed modules wait for unprepared sites.

Canadian manufacturing with a practical transition

Canadian capacity is the destination, not an overnight assumption

Canada should build domestic factories and supplier capacity aggressively. At the same time, qualified foreign producers can help meet immediate demand and transfer knowledge while Canadian infrastructure develops. The governing conditions must be transparent standards, Canadian code compliance, independent certification, traceability and a measurable domestic-capacity plan.

Years 0-3

Immediate bridge

Use existing Canadian capacity first, supplemented by qualified CSA-compliant international production where necessary. Tie public support to Canadian engineering, site work, training, maintenance and supplier development.

Years 3-7

Hybrid expansion

Expand Canadian plants, licensing, joint ventures and component manufacturing. Increase Canadian content as domestic capability becomes reliable and commercially competitive.

Years 7-10+

Mature capacity

Establish a resilient Canadian industrialized-housing sector able to serve domestic demand and export markets without depending on a single foreign source.

STACK Modular is one example of an internationally connected producer reporting a Canadian office and CSA-certified manufacturing facilities in Shanghai. Its inclusion illustrates a transition model, not an endorsement or proposed sole-source award.

Materials and resilience

Expand qualified non-combustible construction options

Canada should accelerate testing, certification and domestic production of materials and assemblies that improve fire performance, durability and repeatability. The decision must be based on the listed product and the tested assembly - not a generic material label.

Performance first

Define fire, structural, moisture, acoustic, energy and durability requirements before procurement.

Proof that travels

Make test reports, quality-control records and certification information usable by designers, manufacturers and local authorities.

Canadian production

Use predictable demand and public procurement to support domestic component and board manufacturing where the business case is sound.

ECTEK Building Material's MegaBoard is a client example. QAI's public directory lists the identified product under file B1127-1 and classifies it under ASTM E136. Acceptance still depends on the exact product, assembly, application and authority having jurisdiction.

Industrialized housing creates a broader workforce, not one kind of factory job

From policy to completed homes

A 30-60-90 day start

First 30 days

  1. Establish a federal-provincial-municipal industrialized-housing delivery table.
  2. Include housing providers, manufacturers, Canadian material suppliers, certification bodies, lenders, logistics specialists and project integrators.
  3. Publish the first national supply-chain and production-capacity inventory.

Within 60 days

  1. Publish a temporary qualified-international-supplier framework.
  2. Establish the Canadian-content staircase and transition conditions.
  3. Release a factory-stage financing term sheet.
  4. Define the common modular submission and inspection package.

Within 90 days

  1. Select urban, rural, northern and Indigenous demonstration communities.
  2. Publish project portfolios, budgets, responsibilities and delivery schedules.
  3. Launch the first H-PES training cohort.
  4. Establish common reporting metrics and a public results dashboard.

Make Trent Hills a practical test of what smaller communities need

Trent Hills could test a portfolio rather than a single showpiece: attainable homes for workers and young families, smaller accessible homes for seniors, infill and accessory units, and housing connected to healthcare and local-employer recruitment.

Project-ready sites

Identify land, servicing, approvals, transport routes and realistic housing needs before funding is announced.

Measured results

Publish total cost, schedule, defects, energy use, waste, local employment, Canadian content and resident outcomes.

Reusable learning

Create an openly documented rural model that other municipalities can adapt rather than start again.

Promise and proof

Use reported offsite benefits as targets to verify, not guarantees

Industry and case-study sources report schedule reductions of approximately 30% to 80% and material-waste reductions of up to 70% for suitable offsite projects. Results depend on design maturity, repetition, factory utilization, site readiness, logistics, approvals and management quality.

Every publicly supported project should report the same core measures: total project cost and factory cost; approval, manufacturing and site durations; change orders and defects; material waste; energy performance; Canadian content; workforce hours and training; and resident outcomes. National claims should be built from comparable project evidence.

The 0.5%-1.5% modular share is an industry working estimate, not an official national statistic. The $140-$200 per-square-foot range is a long-run factory-gate objective under stated conditions, not a current national average. The financial table is transparent scenario arithmetic, not an economic-impact model. Reported schedule and waste benefits must be validated project by project.
